The MPA curriculum blends theory with real world experience and is built around a solid core of skills and knowledge for all public service or nonprofit professionals. A range of electives are offered to enhance your capacity to achieve your full potential, effect change within your organization, and prepare for the next step in your career.
The Master of Public Administration is a 36- to 39-credit program, including:
- Four basic core curriculum courses in Foundations and Theory of Public Administration, Organization and Management, Statistical Analysis, and the Capstone Project.
- Three advanced core curriculum courses (9 credits) in Financial Management and Budgeting, Human Resources, Labor Relations, Public or Nonprofit Management, Administrative Law, Policy and Program Evaluation, Leadership, Performance Management, or Legal and Policy-Making Environments.
- Five electives (15 credits) in Public Administration, Political Science, or related discipline with adviser’s approval.
Two of the five required electives will be waived for students who have successfully completed Level II of the New Hampshire Certified Public Manager Program. Students who have completed the Economic Development Academy through the UNH Cooperative Extension will receive a one elective waiver.

Quantitative research, design and analysis methodology, and techniques for political science and public policy and administration.
Introduction to essential aspects of public and non-profit administration. Critical concepts and theoretical bases; operational nature of public and non-profit administration; contributions of key scholars and practitioners to the study and understanding of public and non-profit administration.
Introduction to key actors, theories, and concepts in the fields of organizational theory and behavior.
This course is the culminating experience in the MPA program. The course objectives are to reflect on the MPA program as a whole, prepare for graduation, apply your skills to a real-world problem for a public or non-profit organization through the Capstone Project. The purpose of the Capstone Project is to use the skills you have developed in the MPA program on a real world problem. Your assignment is to work with a government or non-profit organization to help them address a challenge their organization is facing. The project should be rooted in theories of public administration, research based, and applied in a practical manner.

Policy and program evaluation of federal, state, and local governmental enterprise; focuses on the politics, practices, and methods of evaluative investigation. Evaluation is a technique for providing rational information for budgetary and policy-making decisions.
Examines the legal rules governing regulatory agencies in the United States. Topics include regulatory adjudication and rulemaking, legislative and executive control over administrative agencies, judicial review and public participation. Course examines federal and state levels of government.
Through the use of case studies, analysis and assessment of legal, institutional, social, political and economic settings within public and non-profit sectors. Pre-Service.
Introduction to analytic decision-making and planning techniques applicable to public sector management.
Exploration of the major theoretical approaches to leadership, including students' and others' leadership skills, styles, roles, and practices. Students will refine their own conceptual and practical approaches to leadership in a variety of settings.
Examination of the administration, politics, and strategies of effective public human resource management.
Identification, analysis, evaluation, and application of effective communication and negotiation skills. Course will include case studies and simulation/role-playing exercises.
Analysis, goal setting, and strategic planning in a governmental setting, with particular emphasis on budgetary processes as a means for controlling policy effectiveness.
Introduction to governance and management in the non-profit sector: finance, development, personnel management, strategic planning, and risk management.
